1) Restore your device to a fresh new software.
2) After you're fully restored on a fresh iOS 6 (usually 6.1.4 iPhone 5) go through the activation screen on the device. Once you get to the home screen go to the step below (3).
3) WITH YOUR DEVICE PLUGGED IN TO iTUNES, CLICK ON YOUR DEVICE IN THE WINDOW, AND HOLD SHIFT AND CLICK ON CHECK FOR UPDATE.
4) SELECT YOUR iOS7 IPSW, THEN LET THE DEVICE UPDATE TO iOS 7, NOT RESTORE!!.
5) After it is done updating to iOS7 it should go straight to home screen.
If you completely follow steps you should successfully upgrade to the new iOS 7.
